- 국민 안전을 위한 범정부 통합 재난대응 체계 구축
소방청(청장 직무대행 김승룡)은 지난 11월 12일(수) 오후 2시, 여수 소노캄호텔 인근 엑스포 주차장 일원에서 ‘2025년 국가단위 긴급구조종합훈련’을 실시했다고 밝혔다.
이번 훈련은 규모 7.5의 강진으로 인한 복합재난 상황을 가정해 진행되었으며, 중앙부처·지자체·소방·경찰·군 등 관계기관 65개 기관, 인원 1,500여 명, 장비 600여 대가 동원된 역대 최대 규모의 범정부 실전형 종합훈련이었다.
김승룡 소방청장 직무대행은 울산 화력발전소 붕괴사고 현장 대응으로 인해 훈련 현장에 직접 참석하지 못하게 되었지만, 이번 훈련이 복합재난 대응 역량 강화와 기관 간 협력 체계 점검을 위한 중요한 계기임을 강조했다. 훈련의 규모와 참여 기관은 그대로 진행되었으며, 훈련에 동원된 인력과 장비는 정상적으로 활용되었다.
올해 훈련은 단일 재난이 아닌 지진, 화재, 붕괴, 유해화학물질 누출 등 다중 재난 상황에서의 대응체계를 종합적으로 검증하는 데 중점을 두었다. 주요 훈련 시나리오는 ▲소노캄호텔 붕괴·화재 ▲거북선대교 붕괴 ▲해상케이블카 정전·고립 구조 ▲대형 선박 화재 및 수중 인명구조 ▲여수엑스포역 열차 탈선과 유해화학물질 사고 등으로 구성되었다. 이를 통해 기관 간 상호 공조체계, 현장 통합지휘체계 및 대량 인명피해 대응 절차를 실전 수준으로 점검했다.
이번 훈련에서는 재난 피해 예측 분석을 통해 미래형 재난 대응 훈련을 실시했다. 특히, 드론 영상 전송, AI 기반 상황 분석, 빅데이터를 활용한 자원 배분 시스템 등 첨단 기술을 현장 대응에 접목하여, 실시간 정보공유 및 의사결정 지원 체계를 시범 운영했다. 또한, 도로·교통이 마비된 상황에서도 해상 구호소 설치 및 해경·군·소방 간 해상 연계 구조체계를 구축해 자원 활용의 효율성을 높였다.
소방청은 이번 훈련을 통해 각 기관의 임무별 역할 분담과 지휘·통제 절차의 실효성을 검증했으며, 현장 대응체계의 기동성·연계성·안정성을 강화했다. 훈련 과정에서 확인된 개선사항은 향후 재난 대응 표준 절차와 기관별 대응 매뉴얼에 반영될 예정이다.
김승룡 소방청장 직무대행은 “재난은 예측할 수 없는 만큼, 실전형 훈련을 통해 대응기관이 하나의 시스템처럼 움직이는 것이 무엇보다 중요하다”며, “이번 훈련은 범정부적 협력 아래 복합재난 대응 능력을 실질적으로 높인 의미 있는 계기”라고 밝혔다. 또한, “국민의 생명과 안전을 지키기 위해 정부·지자체·소방·경찰·군·의료기관이 함께하는 통합 대응체계를 지속적으로 발전시켜 나가겠다”고 덧붙였다.
소방청은 앞으로 AI·드론 기반 정교한 재난분석 시스템 고도화 등 첨단 기술 기반의 재난 대응체계 구축을 지속적으로 추진할 계획이다.
