소방청(청장 직무대행 김승룡)은 안전하고 신뢰성 있는 119신고 접수를 위해 119안전신고센터(119.go.kr)에 휴대폰 본인확인 및 인증서를 통한 신고자 인증체계를 도입했다.
최근 허위·협박성 신고 사례를 보면, ▲지난 10월 19일 인천공항 폭발물 설치 신고 ▲같은 날 인천 모 중학교 폭발물 설치 신고 ▲10월 20일 수원 모 기업 본사 건물 폭발물 설치 신고 등 총 16건의 신고가 접수됐다.
이에 소방청은 119안전신고센터 신고 절차에 본인인증 절차를 주민번호에서 전화번호 인증으로 변경했다. 사용자는 ▲휴대폰 본인확인 ▲PASS 인증서 ▲공동인증서 중 한 가지 수단을 선택해 본인임을 인증해야 하며, 휴대폰 본인확인 및 인증서 사용이 곤란한 경우 유.무선전화 및 문자로 신고 할 수 있도록 했다. 지난 10월 18일부터 긴급 도입했던 주민등록번호 기반 본인확인 절차는 개인정보 보호를 위해 종료했다.
소방청은 앞으로 119안전신고센터 고도화 사업을 통해 신고 접수 지연을 최소화하면서, 보다 간편하고 안전한 인증 절차를 도입할 계획이다.
119안전신고센터는 문자·영상 신고 등 다매체 신고 시스템의 한 형태로, 전화나 모바일을 통한 신고가 어려운 상황이거나 청각·언어 장애인 등도 용이하게 신고할 수 있도록 구축된 시스템이다.
김승룡 소방청장 직무대행은 “최근 허위·협박성 신고가 잇따르면서 국민의 불안과 안전이 위협받고 있다”며, “신속하면서도 보안성이 강화된 신고 접수 체계 마련을 위해 지속적으로 신고시스템 보안성을 강화해 나가겠다”고 말했다.
