소방청(청장 허석곤)은 과학기술정보통신부(장관 유상임, 이하 ‘과기정통부’)와 디지털 민생지원의 일환으로, 4월 17일(목) 청각·언어장애인을 위한 119 수어통역 시스템을 본격 개통했다고 밝혔다.
손말이음센터는 청각·언어장애인이 수어·문자 등을 통해 전화로 의사소통할 수 있도록 실시간 통역을 지원하는 통신중계 서비스(대표변호 : 107)를 제공하는 기관으로, 2005년부터 운영해오고 있다.
그 간 청각·언어장애인이 119에 신고할 경우, 일반적인 통신중계 서비스와 마찬가지로 신고를 접수한 119종합상황실에서 손말이음센터(107)에 연락하여 수어통역사와 신고자가 수어로 소통한 뒤, 통역사가 다시 119에 대신 신고하는 방식으로 진행되어 왔다.
하지만 이 경우 소방은 청각·언어장애인이 아닌 손말이음센터로부터 전화를 받은 것으로, 해당 장애인의 전화기 위치정보를 조회할 수 없어 정확한 위치 파악 및 신속한 출동에 어려움이 있었다.
이러한 문제를 해결하기 위해 소방청과 과기정통부는 청각·언어장애인이 119에 직접 신고할 수 있도록 손말이음센터와 119종합상황실 간 연계 시스템을 구축하였다.
청각·언어장애인(신고자), 119 종합상황실, 수어통역사 간 3자 영상통화 시스템을 연계한 것이다. 이 시스템을 통해 청각·언어장애인이 119에 영상통화로 신고하면, 신고 접수 직원은 단순 버튼 조작으로 손말이음센터를 호출하여 실시간 3자 영상통화가 진행된다.
이에 따라 앞으로는 위급상황 발생 시 청각·언어장애인이 손말이음센터(107)를 거쳐 수어통역사가 119에 대신 신고하도록 하는 대신, 청각·언어장애인 본인이 영상통화를 통해 119에 직접 신고할 수 있게 된다.
또, 소방은 신고자의 정확한 위치정보를 조회할 수 있게 되어 보다 신속한 대처가 가능해질 것으로 기대된다.

허석곤 소방청장은 “청각․언어장애인이 안전 서비스를 제공 받는데 장벽이 있어서는 안된다”고 강조하며 “이번 협업을 계기로 앞으로도 부처 간 기술 교류 및 시스템 연계를 통해 국민 불편을 최소화하고, 모든 국민이 고르게 안전 서비스를 누릴 수 있도록 최선을 다하겠다”고 전했다.
17일 손말이음센터 현장을 찾은 유상임 과학기술정보통신부 장관은 119 수어통역 시스템 시연을 지켜본 뒤, 수어·문자통역을 제공하고 있는 수어통역사 등 손말이음센터 관계자를 격려하고, “수어통역사 여러분의 헌신 덕분에 청각·언어장애인분들이 큰 불편없이 통신 서비스를 이용할 수 있다.”면서 노고를 치하하는 한편, “국민 누구나 차별이나 배제없이 디지털 기술의 혜택을 누릴 수 있도록 디지털 민생지원의 범위를 더 넓혀 나가겠다”고 밝혔다.
