소방청 x 티맵모빌리티, ‘안전 이동 캠페인’ 전개
12월 1일부터 시행! 5인승 이상 모든 자동차 ‘차량용 소화기’ 설치하셔야 합니다

소방청(청장 허석곤)은 티맵모빌리티와 함께 차량용 소화기를 증정하는 ‘씽크 세이프(Think Safe) 안전 이동 캠페인’을 전개한다고 밝혔다.
「소방시설 설치 및 관리에 관한 법률」 개정*에 따라 오는 12월 1일부터 차량용 소화기 의무설치 대상 차종이 5인승 이상의 모든 차량으로 확대된다.
* 2021년 11월 30일 개정되어, 3년 유예기간이 경과하는 올해 12월 1일부터 시행
소방청 국가화재정보시스템에 따르면 최근 3년간 차량화재는 총 11,398건으로 해마다 화재발생 건수와 사망자가 증가추세에 있는 것으로 나타났다. 이는 연평균 3,799건이 발생해 27명이 숨지고 149명이 다친 셈이다.

특히, 차량화재는 승차정원과 상관없이 엔진과열 등 기계적 요인과 부주의(정비불량 등), 교통사고 등 여러 가지 원인으로 발생하고 있어 5인승 차량 화재시에도 신속한 대응을 위하여 설치 의무를 확대하게 되었다.
차량용 소화기의 설치 의무는 12월 1일 이후 제작‧수입‧판매되는 자동차와 소유권이 변동되어 「자동차관리법」제6조에 따라 등록된 자동차부터 적용되고, 기존 등록된 차량에는 소급적용되지 않는다.
또, 차량용 소화기의 설치 또는 비치여부는 「자동차관리법」에 따른 자동차 검사 시 확인한다.
차량용 소화기는 일반 분말소화기의 성능시험 뿐만 아니라 진동시험과 고온시험으로 부품이탈‧파손‧변형 등 손상이 없는 것까지 검증된 소화기를 의미하며, 소화기 용기 표면에 ‘자동차 겸용’ 표시가 되어 있다.
‘자동차 겸용’표시가 없는 일반 분말소화기와 에어로졸식 소화용구는 적법한 차량용 소화기가 아니므로 구매시 유의해야 한다. <붙임 2. 참조>
제도 시행이 다가옴에 따라 소방청은 티맵모빌리티와 해당 내용을 널리 홍보하고, 이와 함께 안전한 이동 문화를 확산하고자 이번 캠페인을 전개한다.
캠페인은 티맵(TMAP) 앱을 통해 참여할 수 있다. 티맵 홈 화면에서 ‘차량용 소화기 응모하기’배너를 클릭하면 이벤트 페이지로 이동한다. 해당 페이지에서 차량용 소화기 의무화에 대한 정보를 확인한 후, 하단의 ‘티맵 차량용 소화기 응모하기’ 버튼을 클릭하면 된다.
이벤트 응모기간은 12월 1일까지이며, 내달 10일 응모자 중 1,000명을 선정해 발표할 계획이다. 당첨 내용은 문자로 참가자에게 개별 안내되고, 이후 차량용 소화기가 순차적으로 배송된다.
백승두 소방청 대변인은 “법적으로 기존 차량까지 소급 적용되지는 않지만 모든 차량에 차량용 소화기를 비치하면 화재 발생시 신속히 대처할 수 있을 뿐만 아니라 다른 차량의 운전자들로부터 도움을 받을 수 있다”며 “이벤트를 계기로 보다 많은 국민들께서 미리 차량용 소화기를 구비하고 사용법을 익혀둘 수 있기를 바란다”고 전했다.
