소방청, 한국·일본·영국 구조 전문가와 함께하는
‘국제 로프구조 워크숍’ 개최

소방청 중앙119구조본부(본부장 김수환)는 오는 9월 16일부터 17일까지 이틀간 전남 화순 호남119특수구조대에서 외국 구조 기술 학습과 기관 간 구조시스템 공유 등 현장 대응력 향상 중심의 ‘로프구조 워크숍’을 개최한다고 밝혔다.
이번 워크숍은 소방청 연구모임 ‘바사래’가 주관하며, 산업단지·물류창고·산악지대 등 다양한 재난 환경에서의 구조역량 강화를 목표로 한다. 전국 각지에서 모인 13개 기관* 67명의 특수구조대원들이 참가해 해외 기술을 직접 보고·교류하며 실전 중심의 훈련을 진행할 예정이다.

특히 세계적 권위를 자랑하는 국제 구조경연대회 GRIMP DAY와 GRIMP JAPAN에서 연속 상위권에 입상한 일본 효고현 타카사고 소방서 하세가와 아츠야 대원과, 국제로프구조협회(IRATA)와 국제로프구조연맹(ITRA)에서 최고 수준의 자격을 보유한 나딘 리스(Nadine Rhys) 강사가 특별 초청 강사로 참여한다.
이들은 국제 현장에서 검증된 최신 로프 운용법, 팀 단위 구조 전략, 신형 장비 활용법 등을 직접 공유할 예정이다. 특히 해외 선진국에서 활용되는 고난도 기술을 실습 중심으로 연구·학습하게 되어, 국내 구조대원의 현장 대응 능력이 국제 표준 수준으로 향상될 것으로 기대된다.
워크숍은 실습과 시뮬레이션 중심으로 운영되며, 참가 대원들은 팀별로 편성돼 총 4개의 순환식 구조 과제를 수행한다. ▲수직 로프 접근 및 하강 기술 ▲제한된 공간에서 부상자 고립 구조 절차 ▲구조장비를 활용한 효율적 구조 시스템 운용법 등 실제 재난 상황을 가정한 고난도 실전형 훈련이 진행된다.
이번 훈련을 통해 소방 구조대원들은 해외 구조 기술을 직접 비교 학습하고, 기관 간 구조 시스템을 공유하며 표준화 방안을 모색한다. 이를 통해 향후 대형 재난 상황에서의 합동 대응 체계가 한층 강화될 것으로 기대된다.
신주한 호남119특수구조대장은 “해외 구조기술을 국내 현장에 접목함으로써 대원들의 전문성과 협업 능력을 한층 높일 것”이라며, “이번 워크숍을 계기로 재난 현장에서 국민의 생명과 안전을 더욱 확실히 지켜나가겠다”고 밝혔다.
