소방청(청장 허석곤)은 7월 4일 오전 10시를 기해 전국에 화재위험경보 ‘경계’ 단계를 발령한다고 밝혔다. 이는 「화재의 예방 및 안전관리에 관한 법률」제20조에 따라 기상특보와 연계하여 국민의 생명과 재산을 보호하기 위한 선제적 조치다.
이번 조치는 기상청이 6월 29일 올해 첫 폭염특보*를 발효한 이후 7일 이상 극심한 무더위가 지속되어 폭염특보 발효지역이 증가하고 있는 상황에서, 화재 발생 건수가 급증한 데 따른 것이다.
실제로 특보 발효 직전 10일(6.19.~6.28.) 동안 1일 평균 화재 발생 건수는 71건이었으나, 특보 발효 이후(6.29.~7.2.)에는 1일 평균 98건으로 38% 급증한 것으로 확인됐다.

또한, 소방청에 따르면 최근 5년간(2020~2024년) 여름철(6~8월) 화재 발생 건수는 연 평균 8,618건으로, 전체 연간 화재의 약 22.5%를 차지했다. 특히 이 중 전기적 요인에 의한 화재는 평균 30% 수준으로 꾸준히 증가세를 보이고 있다. 여름철 냉방기기 사용 증가와 노후 전기설비 과부하 등이 그 주요 원인으로 지목된다.
